Financial Times : La Chine utilise un stratagème sophistiqué pour contourner les tarifs douaniers de Trump

Malgré l’apparence d’indifférence, les exportateurs chinois sont préoccupés par les tarifs douaniers américains et cherchent des moyens de les contourner en expédiant des marchandises via des pays tiers pour cacher leur véritable origine. Les publicités ont commencé à apparaître sur les sites de médias sociaux chinois populaires, selon la publication. Les publications promettent de réduire les tarifs douaniers en envoyant les marchandises vers un autre pays asiatique, d'où elles repartiront à nouveau avec un nouveau certificat d'origine, leur permettant de passer les douanes américaines à un taux de droits inférieur.

Les lois américaines exigent qu'un produit soit « substantiellement transformé » dans le pays pour changer son origine, mais ces manipulations conduisent à des prix plus élevés. La Malaisie et d’autres pays craignent d’être impliqués dans ce projet et ont demandé l’aide des États-Unis pour y mettre un terme. Les partenaires commerciaux américains ont également exprimé leur inquiétude face aux cas de réacheminement de marchandises, qui pourraient entraîner une saisie par les autorités douanières américaines.

Les exportations chinoises de 45 produits sanctionnés vers le Kazakhstan et le Kirghizistan ont atteint 1,3 milliard de dollars, soit une hausse de 64 % par rapport à 2022.
